The main feature of AIDA is a chatbot that helps our target users, CSOs and policy practitioners make sense of complex AI governance issues. Users can seek plain-language explanations of AI terms and the underlying technology, deepen their understanding of key debates, draft report inputs and other content grounded in a curated knowledge base, and explore different futures and their own role in shaping them.
To provide relevant and reliable information, the chatbot can take on three different roles, each of which prioritises a different type of content:
Assistant: the default helper for drafting different types of content and answering general questions on AI governance and digital policy.
Educator: best for diving deeper into a topic. It explains complex terms and concepts, drawing on Diplo’s extensive course modules on related subjects.
Futurist: helps users explore future scenarios and foresight methodologies, linking them to current trends and developments.
We built AIDA to be private by default. We do not require you to log in, and we do not save your conversations. Your chat exists only for the duration of your session, and once you close the website or the session ends, it is gone. We do not keep a copy, and we do not sell or share your data with third parties for their own purposes.
The chatbot runs on Mistral Large, a large language model developed by Mistral AI, a French company operating under EU data protection rules. Mistral publishes several of its models under open licences, reflecting a commitment to transparency and auditability that aligns with AIDA’s own emphasis on trustworthy, accountable AI.
However, AIDA does not host the language model itself. To generate responses, your messages are sent to Mistral’s application programming interface (API) for processing. Mistral is an EU-based provider that operates under GDPR and does not use data sent through its API to train its models. Under Mistral’s standard API terms, inputs and outputs may be retained by Mistral for a short period (up to 30 days) solely for abuse-monitoring purposes, after which they are deleted. Aside from Mistral’s processing, no record of your conversation is stored once your session ends.

AIDA was developed by DiploFoundation, in cooperation with GIZ and the German Council on Foreign Relations (DGAP). The cooperation on development of AIDA was initiatied in the frame of the project context “Digital Democracy for All (DD4ALL).”
DiploFoundation (Diplo) is an independent non-profit organisation established in 2002 by the governments of Malta and Switzerland, with offices in Malta, Geneva, Belgrade, and Washington, D.C. Diplo works to strengthen the meaningful participation of all stakeholders in diplomacy and digital policy, with a particular focus on empowering small and developing states. It has trained thousands of practitioners worldwide through its courses on internet governance, AI, cybersecurity, and digital diplomacy, and operates an in-house AI lab that develops practical tools for research, learning, and policy work.
GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH) is a German federal enterprise for international cooperation with more than 50 years of experience, working in around 120 countries on behalf of the German Government and other public and private partners. GIZ supports sustainable development across fields ranging from economic development and employment to energy, environment, peace, and security. The four “Futures of AI Governance in 2040” foresight scenarios featured on AIDA were produced by GIZ together with external experts through a comprehensive scenario-development process in 2024.
DGAP (German Council on Foreign Relations / Deutsche Gesellschaft für Auswärtige Politik) is a foreign policy network that was founded in 1955. It remains one of Germany’s leading think tanks. As an independent, non-partisan, and non-profit institution, DGAP conducts policy-oriented research at the intersection of politics, business, academia, and the media, and advises decision-makers in Germany and beyond on international relations and emerging global challenges.
